Of course, if you're talking from a rings standpoint, then I can see why you said that. He has only 1, while others like Bradshaw, Elway, Montana, and even Brady have more than that.
Well, the ring arguement is hard really. Bradshaw was no better than Joey Harrington in terms of stats, he just happened to be on a great team and he also made the plays when he had to. You could put Trent Dilfer or Brian Griese out there and probably win those 4 superbowls. I think he's always been overrated.

Favre and Brady have been winning in an era of free agency, which makes it much harder to sustain a dominant team (unlike when Montana was racking up wins).

I'd probably put Favre 3rd on my QB list after Montana and Elway.
