I don't see this one as difficult.
McQueen lacks an "identity". Pacino is a "presence". McQueen looked like a mechanic at "Big Al's Transmission Shop". Pacino is a dashing Italian specimen. Pacino took roles and made them characters who defined genre and eras.
Get past Bullitt (most famous for a car chase) and The Great Escape (most famous for a motorcycle jump of a fence), and you can't put a fingerprint on McQueen. I know it's not his fault he died way too young, but that seems to have been held against Thee King, so it must be factored in here.
Oh come on, man. PAPILLON.
I'm sort of surprised with results on this one. Le mans racing, Kung-fu lessons with Bruce Lee and doing most of his own stunts 'til the day he died. How can Pacino (awesome actor) be cooler than that?
I really don't know much about McQueen admittingly. However, I looked him him and I noticed he wore lifters to make him taller than his 5'7" hieght, and also he was a big druggie. I liked Al already, so I am going with him.

McQueen was pretty cool outside of movies, as I recall. I haven't heard ONE cool thing Pacino has done outside of his movies.
