The Cinemark in Warren does movies for 1-2 bucks, depending on time of day or week. That's where I'll go locally when I want to see something that is truly worth seeing on the big screen. I don't really venture out there much since I got Netflix, though.

Why would big movie production companies allow them to happen?

The discount flicks are usually 2nd run movies, in my experience.
(By that I mean done with their first run, not on DVD yet.)

The prints are also often in pretty awful shape after spending several weeks in a first-run theater. I've seen flicks at the dollar show run through a projector so many times they were just one notch above youtube in video quality.

And for example here, the theater that does the $1-2 showings is an older one with no 5.1 or anything cool like that. It's cool for the price, but at the same time not much better than sitting five feet from your TV with the bass cranked up.
