I don't think Apple should give the Gov't the code. The Gov't should give the phone to Apple and let them do their thing and give back to the Gov't.
Apple doesn't have a specific way to break in that anyone is aware of.
They probably could if with a lot of time/research, because it's a relatively old phone with known bugs.
The court order is for Apple to spend a lot of resources to create a specific way to break in.
