I don't really like the "everyone does it" arguement either. Are there lots of shady situations, sure. But, not hundreds of thousands and multiple players situations. It's usually like pocket money, help with clothes and shoes, spending cash, etc. Not, "here is $250,000 to come to our school."

It doesn't work that way. We live in America, innocent until proven guilty. There have been some programs with major violations. Emphasis on the word "some." Making gigantic claims like "everyone is doing this" is ridiculous IMO. You've got to prove that to make that enormous assumption. The best programs in the country don't have to offer thousands, kids want to go there automatically.
