WTF is wrong with NK?

I just saw some shit on the news about NK having missiles. WTF?

They've had the missiles for awhile. They were lacking nukes that make them interesting, so they didn't show off or develop their missiles for awhile. Thanks to various people being asleep at the wheel, they have the nukes now.

Where's the kaboom? Where's the earthshattering kaboom?

NK with nukes is a bad thing but it's not impending doom. Based on 50 years of stalemate at the DMZ I'm going to speculate that NK is rational enough to be deterred by force. If that's true, long range nukes change their political standing but they don't mean we need to start digging bomb shelters here.
