Detroit IS an example of failed liberal policies.

Which failed policies might those be?

The white flight started in the 50s. Detroit has entirely Republican mayors during that time (e.g. the "Cobo" of Cobo Hall). Ike was at the helm. That was not an era of "liberal policy". So, what gives?

There's a lot of failed policy that goes into Detroit's downfall, but there's important chunks that weren't "liberal". Maintaining a 95% white police force for a 40% black community (back in the 60s) isn't "liberal policy". Bulldozing homes for business development isn't "liberal policy". And that's a sizable chunk of what kicked off Detroit's decline.
