Monroe will continue to wear #10, but it will never be re-issued after that.

If the Detroit Pistons want to honor Dennis Rodman, the team could retire his tax debt, not his jersey. According to public records, the retired rebounder owes more than $42,000 in delinquent taxes to the state of California.
Rodman's business manager, however, disputes the debt.
The lien is surfacing as Rodman, 49, approaches a possible career milestone. Rodman, who was paid more than $26.9 million during his career, should learn this week whether he is a finalist for the Naismith Memorial Basketball Hall of Fame, and his jersey will be retired by the Pistons on April 1.

I know they were dumping tickets for the April 1 game for next-to-nothing on Groupon back in January, before they made the sudden announcement about retiring his jersey. Perhaps it was the other way around -- "See, the Pistons are retiring his #. Maybe we should put him in the HOF." I doubt it, but I dunno.
