I'd just brown the ground beef a bit and drain then mix it all up in the crock pot for a couple hours. You might need to add a little milk if the velveeta's not mixing right. This sounds like a cross between two dips we make. Just put everything into the crock pot except the beef until melty/mixable and then add the browned ground beef at the end and stir it up real well.
