Also, I think it's laugable that Buffalo is ranked 39th, I've been to that city countless times and each time it's been more depressing than the last.

Judging from the list's contents and comments, it was done by someone using dumb-ass statistics. It's clear that little things like the cost-of-living weren't properly factored into the equation. Ahh... there it is in the article:
